The weight (passengers or cargo) has to be distributed in a way that complies with the approved weight and balance sheet. This is the reason sometimes in commercial aircraft you see empty rows of passenger seats or luggage to be unloaded for the safety of the flight.

Before every flight, the captain accepts and approves the weight and balance sheet filled with accurate up to date data. 

Technically, in small aircrafts such as business jets or helicopters, it is not only the weight that matters, but also the volume and the size of the luggage. 

Unfortunately, we have seen operators, under the pressure of the circumstances, to store luggage in the cabin or the front seat of helicopters. 

UNDER NO CIRCUMSTANCES you should accept to be on board on an aircraft that is operated with this kind of conditions.
